Fire Fighting Vehicles In-Service Support. The Authority has a potential requirement for the provision of In-Service Support for MOD Fire Fighting Vehicles. It is the Authorities intention to award a Multi-Contractor Framework Agreement, where approved Contractors shall be chosen to carry out the required tasks. In the event of competing individual tasks, the Contractors quotations shall be assessed on overall value for Defence. The Ministry of Defence owns and operates a number of Fire Fighting Vehicles (FFVs) which provide fire fighting and crash rescue capability in the UK and Overseas in support of Operations. The vehicles are operated and maintained by Defence Fire & Rescue Management Organisation (DFRMO) and Military personnel however contractors who can demonstrate specialist mechanical and electrical knowledge of these FFVs and their systems are required to assist in the support of repair and maintenance of this capability. The vehicles currently within the MoD Fire Fighting Vehicle fleet are: Major Foam Vehicle 2 (MFV2) - Airfield Fire Fighting Vehicle x 77 including 10 Florian Rapid Intervention Vehicle (RIV) - Airfield Fire Fighting Vehicle x 77 Volvo Saxon - Domestic Fire Appliance x 19 MAN Emergency One - Domestic Fire Appliance x 11 Various vehicle/trailer mounted Fire Express Systems The support required includes, but is not limited to: 1. On-Site Routine vehicle servicing The contractor is require to provide a suitably qualified technician and necessary components to perform routine 6,12 or 24 monthly vehicle servicing to the nominated vehicle at the specified military location. The contractor is required to provide all the necessary tools and equipment to carry out this tasking. Routinely a minimum of 2 weeks notice of the requirement will be given by the Authority and service date will be by mutual agreement. 2. On-Site Vehicle breakdown and repair The contractor is required to provide a suitably qualified technician, spares and all the necessary tools and equipment to carry out the requirement within an agreed timescale. Routinely the repair would be required within 24 hours of notification, if due to lead times on component spares or the inability to carry out the repair at the MoD unit due to lack of facilities appropriate timescales and movement of vehicle to contractor's workshop may be agreed by mutual consent. Occasionally there may be a requirement for overseas travel. 3. On-site Vehicle Equipment Service and Repair. The contractor is required to provide a suitably qualified technician, spares and all the necessary tools and equipment to carry out Webasto & Eberspacher heater servicing and repair, On-Board Godiva Water Pump service and repair, Foam Mix system service and calibration and Light Portable Pump (LPP) servicing and repair within an agreed timescales. Occasionally there may be a requirement for overseas travel. 4. Dry Powder Servicing and Certification The contractor is required to provide a suitably qualified technician, spares and all the necessary tools and equipment to carry out the dry powder servicing and certification within an agreed timescale. Routinely 1 month would be given. Occasionally there may be a requirement for overseas travel to none Ops locations. 5. Bodywork, Paint, Corrosion, Mechanical System Repair and Vehicle Modification The contractor is required to provide suitable workshop facilities to carry out Bodywork, Paint, Corrosion & Mechanical Vehicle and Fire Pump System repair and modification to agreed specification within an agreed timescale. 6. Post Design Services (PDS) The contractor will be required to provide technical advice including design and engineering support on vehicle workshop manuals, component obsolescence, system requirement, safety related issues as required. The successful Contractor(s) will be required to Overhaul/Repair Articles as per OEM Specification. The successful Contractor(s) will be to be able to supply, as necessary certain major components, in addition to the overhaul process, where found to be missing or unserviceable due to the nature of usage by the MOD customer. The Authority may wish to conduct a pre-qualification exercise to assist in the down selection of prospective Tenderers. Only those companies who can demonstrate a sufficient level of competence, experience and resources against the Authority's pre-qualification criteria will be invited to tender. It should be noted that the AWARD software package may be used as part of the pre-qualification/tender evaluation process. QA Standards or equivalent: The Contractor shall hold and maintain a certification to BS EN ISO 9001:2000/2008, issued by an accredited certification body. Interested parties should submit their Expression of Interest for this requirement to: Mr Niki Nye, GSG Procurement Officer, DSG Land Supply, Bldg B15, MOD Donnington, Telford, Shropshire, TF2 8JT (Email:niki.nye@dsg.mod.uk) and as a minimum should supply the following : (i) Evidence of current ISO accreditation including the scope of requirement. (ii) Demonstration of access to genuine OEM Parts Please note that the Authority reserves the right to exclude any potential suppliers whose ISO accreditation does not cover the scope of the Authorities requirement. Expressions of Interest should not exceed 2 A4 pages. Please note that late expressions will not be considered, nor will expressions where no ISO Certificate with appropriate scope is provided. The announcement of a possible future requirement is not to be construed as confirmation that a tender/contract will subsequently be issued. The issue of a possible future requirement, or the issue of an Invitation to Tender, is not to be construed as a commitment by the Authority to place an order as a result of the tendering stage or at a later stage. Any expenditure, work or effort prior to any contract award is accordingly a matter solely for the commercial judgement of the potential supplier.
