Specific objectives include: To assess past, and anticipated, CCRIF impact on disaster losses, recovery including any effect on economic growth and poverty reduction.. To investigate the comparative cost benefits to participating states of investing in CCRIF instead of, or alongside, other financial instruments or risk reduction opportunities. The costs benefits assessment is to include associated risks; e.g. CCRIF pay-out is compromised or the mechanism is not triggered. To determine the sustainability of the CCRIF and implications if payments and premia are met by donors instead of countries. To capture specific lessons, for example; implications on regional political integration, economic investment and the development of policy guidelines and regulatory frameworks. To assist regional and participating members understand their risk profiles, to be more familiar with insurance instruments and to help them make informed investment decisions for risk reduction. To consider the potential role of CCRIF within regional and national climate change adaptation strategies. To provide objective data and evidence to allow DFID/CIDA, participating states and other interested parties, to assess options for supporting the development of risk insurance products with the region in general and specifically with the CCRIF. To reach a comparative appraisal of effectiveness of catastrophe insurance against other forms (options) of post disaster financing from country and donor perspectives To examine CCRIF functioning and activities against the original mandate and purpose e.g. scholarships, new insurance products, and disaster risk reduction projects.Awards
