The Exeter Sustainable Energy Efficient Developments Framework (the 'EXEseed Framework') procurement aims to appoint construction contractors capable of delivering a wide range of residential and commercial sustainable energy efficient developments/projects for the Authority and other contracting authorities in England and Wales. An example list of the other contracting authorities that will be able to 'call-off' works contracts pursuant to the EXEseed Framework is set out in section VI.3 of this contract notice (the 'Other Contracting Bodies').It is the Authority's vision to promote and deliver exemplar public buildings across Exeter. Fundamental to this vision is the delivery of housing and public buildings that promote low energy consumption, create a healthy and comfortable internal environment and buildings that are sufficiently robust to withstand future predicted climatic changes. The EXEseed Framework is an integral part of the delivery of such vision and a means for mobilising local, regional and national contractors to work alongside the Authority and Other Contracting Bodies to construct and deliver a portfolio of projects over the next three to four years.Sustainable energy efficient developments have been the trademark of the Authority for the last seven years. It has pioneered the development of new council housing to the certified Passivhaus standard, including the successful delivery of the UK's first multi-residential Passivhaus development. The Authority now wishes to expand its sustainable aspirations and deliver a pipeline of approximately 60 million GBP of sustainable energy efficient developments across Exeter encompassing both commercial and residential uses and including new developments such as a leisure complex with swimming pool, extra care homes and new Authority housing stock.Integral to the Authority's requirements for the EXEseed Framework is the delivery of three key environmental factors which have been identified as being critical to the design, development and operation of all new Authority buildings in Exeter. These environmental factors exist to: (i) provide buildings which have long term low energy running costs per annum; (ii) provide buildings that are healthy for their users, residents and operators, and adopt 'Building Biology' principles; and (iii) provide buildings that are 'future proof' to climate change up to 2080, together the 'Environmental Factors'.The EXEseed Framework:(i) will help share learning and experience and enable contractors to develop their learning practice and work with a client base beyond the boundaries of Exeter. To this end, the EXEseed Framework will be open to Other Contracting Bodies to deliver call-off projects. Discussions have already commenced with several local authorities and universities that have expressed an interest in procuring new public sustainable energy efficient developments themselves;(ii) is intended to promote sustainable energy efficient development opportunities for a range of potential contractors, small and large. Three Lot categories have been designed to encourage SMEs as well as medium-sized and larger contractors to express an interest and it is hoped that a spectrum of contractors will eventually make up the EXEseed Framework offering the Authority and Other Contracting Bodies an appropriate selection of contractors for the Authority's foreseeable pipeline of projects and any other construction projects. The Lot bandings are as follows:Lot A (small projects) 50 000 GBP to 1 499 999 GBP -- up to eight contractors to be appointed;Lot B (medium-sized projects) 1 500 000 GBP to 999 999 GBP -- up to eight contractors to be appointed; andLot C (large-scale projects) 10 000 000 GBP and over -- up to six contractors to be appointed;(iii) will be underpinned by a requirement to achieve the Environmental Factors for all call-off projects. Experience has shown that the culture of the project delivery members needs to be one of openness, honesty, collaboration, innovation, willingness to learn and a positive 'can do' attitude. It is vital that the behaviours which encourage openness, collaboration, innovation and a 'can do' attitude, are present at all levels through a contractor's organisation. In addition, such culture, values and behaviours will need to accord with the Authority's Framework Objectives (as set out in the Framework Manual and the draft Framework Agreement), including providing an environment which enables equality of opportunity and training for all. Demonstrating the above values within the culture of the Appointed Contractors to the EXEseed Framework is fundamental to creating the 'One Team' attitude required on every call-off project to be delivered with the Authority under the EXEseed Framework. This 'One Team' approach encompasses suppliers, subcontractors, main contractors, consultants and the Authority team.It is intended that the EXEseed Framework will have a term of three years from the commencement date of the Framework Agreement, with the Authority retaining the option to extend the term of the Framework Agreement for a further year. This will provide the Authority with flexibility to realign the arrangements to reflect prevailing market conditions in future years. Applicants should note that call-off agreement to deliver Works called-off under the Framework Agreement may, where applicable, continue beyond the end of the term of the Framework Agreement.The EXESEED Framework will be divided into Lots to enable a wide range of contractors to become involved, from SME's to national and international construction companies.The Authority is leading the way in public sector procurement of sustainable construction, meaning that the EXESEED Framework will provide an excellent marketing tool for all contractors that are engaged and/or appointed to the EXESEED Framework, given its potential to advance participants to the very forefront of energy efficient construction.Adjudicaciones
