Failure to develop a robust nuclear fire safety case has the potential to lead to failures to identify / address common cause failures or unrevealed faults, which could in turn have significant nuclear safety consequences. 6) As part of this intervention ONR seeks to establish the adequacy of SL's Licence Condition 14 and 15 arrangements for nuclear fire safety assessments. Evidence will be gathered through focussed sampling of selected nuclear fire safety assessments against relevant national and international guidance, SL's Technical Guidance (F1.10) in this area, and relevant good practice and regulatory expectations. 7) ONR is seeking additional resources, under the Technical Services Framework, to review a selected number of nuclear fire safety assessments in order to: * add pace to the delivery of our intervention milestones * gain a quality third party independent assessment of adequacy * establish the benefit to SL of undertaking its own independent review * share the findings of the intervention with SL to strengthen its delivery team and intelligent customer capability. SCOPE OF THE SERVICES REQUIRED 8) The service requirements are as follows: o Assessment and review, through focussed sampling, of two nuclear fire safety assessments to determine the adequacy of SL's nuclear fire safety assessments against the requirements of LC 14 and 15, relevant national and international guidance and relevant good practice expectations for nuclear fire safety. o Where shortfalls in the adequacy of the nuclear fire safety assessments are identified, the review should seek to identify whether these are attributable to the guidance within SL's technical Guide F1.10 suite of documents, SL's application of its guidance or a failure to meet relevant good practice expectations for nuclear fire safety. o Production of an assessment review report, summarising the review findings for each of the nuclear fire safety cases sampled. o Each assessment review report will justify the basis of any findings and judgements made on adequacy. An overall judgement of the adequacy of the nuclear fire safety assessment should be made using the criteria identified above. o The findings from the above two reviews will feed into a third report which will summarise the adequacy (strengths and weaknesses) of SL's nuclear fire safety case processes, making proposed suggestions for improvement. o Attendance of at least 2 meetings with ONR at Redgrave Court. The first to determine the scope of the review and the safety cases to be sampled, and a second to present findings to ONR prior to finalisation of the review findings. o Prior to final issue, the Technical Services Contractor (TSC) will produce one set of three draft reports for comment by ONR, who will produce one set of collated comments for the TSC for consideration in the final issue. o It is not expected that a plant visit will be required; however this may be reviewed in discussion with ONR. CONSTRAINTS 9) The potential supplier needs to be an established expert in the field of nuclear fire safety and ideally have specific knowledge and experience of all the following: a) application of relevant national and international standards b) undertaking nuclear fire safety assessments c) providing independent nuclear fire safety assessment reviews 10) A potential supplier must be able to provide a summary of its findings to ONR not less than 10 days before the final delivery date for the work package. 11) Final reports should be issued to ONR by 23 January 2013. OBJECTIVES 12) The objective of the contract is to support ONR's intervention to improve the adequacy of SL's nuclear fire safety assessments by providing SL with timely feedback on the adequacy of their assessments and to strengthen SL's delivery team and intelligent customer capability by sharing the independent review findings.Awards
