Following ONR's inspections and technical exchange meetings with the UK Nuclear Power Plant (NPP) licensees, ONR produced a final report [1] confirming that the UK NPP licensees had completed adequate stress tests reviews in line with the ENSREG specification[2]. Further work was however required to address fully the issues raised by the ENSREG specification, especially where there are likely to be considerable uncertainties such as the assessment of margins and fault sequences beyond the plant design basis capability. There are 19 ONR Stress Test Findings (STFs) in [1], and this request for a proposal relates to STF-4, STF-5 and STF-6, which are reproduced below: STF-4: Licensees should undertake a further systematic review of the potential for seismically-induced fire, which may disrupt the availability of safety-significant structures, systems and components (SSC) in the seismic safety case and access to plant areas. STF-5: Licensees should further review the margins for all safety-significant structures, systems and components (SSC), including cooling ponds, in a structured systematic and comprehensive manner to understand the beyond design basis sequence of failure and any cliff-edges that apply for all external hazard. STF-6: Licensees should review further the margin to failure of the containment boundary and the point at which containment pressure boundary integrity is lost should be clearly established for the advanced gas-cooled reactors (AGR) and Magnox stations. With regard to the UK Advanced Gas-Cooled Reactor fleet, the licensee (EDF-NGL) has carried out a pilot study for Hinkley Point B (HPB). The scope of this work proposal request is for technical assessment of the EDF-NGL Hinkley Point B pilot study and support to ONR in the assessment the adequacy of the licensee's submission on STF-4, 5 and 6. The pilot study consists of a detailed seismic assessment contracted by EDF-NGL[3, 4]. It is likely that during the course of the contract, a further licensee report [9] will become available. This should summarise and sentence the findings from the pilot study, both in terms of HPB and for implications across the AGR fleet. ONR expects that this will provide a context for assessing the adequacy of the pilot study and assessment of this will form part of this scope of work. The pilot studies [3,4] are not yet available, but to aid your consideration of the scope of work and the price of the contract, extracts from the draft pilot study reports contents lists are provided [10, 11].Adjudicações
