The contents will be relocated to designated sites within the city and to a remote storage facility, prior to commencement of construction works scheduled to start in July 2010 and returned before service recommencement in 2012. (See appendix 1). Sites are being currently assessed for procurement to provide three different types of accommodation: open, accessible and closed. These differing types of accommodation are essential to ensure appropriate conditions for the collections while allowing the opportunity for development work and access to be managed, where required. A "closed" accommodation site would be one to which materials were delivered when the building was handed over to the contractor with no need for any access for the duration of the building phase until the materials were returned to their assigned location in the new building. This would almost certainly be the resting place for the most significant, nationally renowned collections and unique records and archives held on behalf of the city by the library. The need for these to be held in a high security and BS5454 compliant controlled environment makes it almost certain that this section of the collection will leave the city and go to a specialist provider. The transfer of this material to off-site storage, and the subsequent return, will have to be undertaken with the utmost care and with appropriate attention to security and the overall process be approved by the city's risk management section and insurers. An "accessible" site would be one from which materials could be withdrawn when required and where ongoing work could take place. These will comprise some of the city's archival collections which will need a good level of security balanced against ease of access. The major movement of materials to site and removal from would be one set of operations: responsibility for. An "open" site would be a city centre location one from which a full range of library services could be provided to all of the normal range of customers that the current central library serves. There is the possibility that LCC will reserve the right to undertake part of this move using its own resources as the site under negotiation is adjacent to and with easy access to the central library. It should be noted that the materials being moved as part of these collections are also special in terms of the variety of sizes of volumes, from the very small to the extremely large, and specialist formats, such as glass plates, wax rolls and charters.
