The COVID-19 crisis was unforeseeable and has interrupted planned and advertised procurement activities, resulting in short-term direct award processes to be undertaken to mitigate the situation. The Direct Award procedure via Public Contracts Regulations Clause 32 (2)(b)(ii) has been enacted to award the repainting works of lighthouses to pre-qualified organisations known to Trinity House without further competition. The competition is absent for technical reasons, due to accessibility, scaling, expertise and other reasons established by Trinity House. Also, due to COVID-19, site visits were unable to be held with the DPS field of tenderers. The following lighthouses have had various works awarded under this requirement: Strumble Head, St Ann's, St Anthony, Whitby, Port Lynas, Cromer, Lowestoft, St Catherine's and Nash Point.Awards
