STEM generally, and engineering, including advanced engineering, is of critical importance to the Tees Valley, where the region's expertise has been built around traditional strengths in ship building, engineering, logistics, construction, process industries, offshore oil and gas and increasingly in the development of low carbon and future energy sectors. The Colleges STEM centre will be around 4 500 m2 and will incorporate: Design and Development Centre; Process Oil and Gas Hall; Logistics and Warehousing Hall; Manufacturing Hall; Engineering Workshops; Innovation / break out spaces; Theory classrooms; IT classrooms; Staff base room, stores and welfare facilities; Cafeteria; Conference/exhibition area. The purpose of this tender was to procure the design, supply, build, installation, commissioning, and initial training of several areas of key technical equipment and infrastructure which is deemed invaluable in achieving the aims and success of the STEM facility. Any necessary recurring annual maintenance requirements or warranties must be detailed within tender proposals. The requirements of this tender can be split into 3 areas, and each area has been allocated an indicative budget. The maximum budget available for the entire project to include all elements is 900 000 GBP inclusive of VAT. The 3 requirements are: 1) Process Infrastructure; Indicative budget allocation 216 000 GBP inclusive of VAT. A key aim of the process hall is to create an environment that reflects those commonly found in a typical process industrial setting. This asset will be used mainly to perform safe systems of work practices, such as permit to work procedures, working at height, confined space and help to strongly embed behavioural safety training. It is expected that the facility will include: -- A comprehensive steel structure to replicate a typical plant layout which incorporates platforms at various heights, columns and vessels interconnected by Kennedy walkways, cat ladders, stairs etc. -- A training column to be included of approximately 3 m diameter supplied with structured packaging and fitted with 1 and 2 pass trays to be used for confined space and safety evacuation training. -- Dry pipe runs are to be included between each structure incorporating flange joints, pumps, valves and motors for learners to experience mechanical jointing and correct procedures for installation and removal of devices etc. Again these should be provided at various heights and configurations. A facility in order to simulate pressure testing should be included (for example low pressure water through sections of the pipework for testing of joints). -- A smaller steel platform rig located in the adjacent logistics area is to be included. This rig which is exposed to the elements will be a two level steel platform with the capability to add additional sections (open roof in this area removes height restrictions). Facilities to enable lifting and rigging and the inclusion of some pipe work are required in order to train learners in steel erecting and moving loads. 2) Process Installation; Indicative allocation 540 000 GBP inclusive of VAT. A 'real life' process installation in order to provide training in areas such as mechanical, process, instrumentation and control skills. Simulated working 'pilot plant' processes, operating as fully functional demonstration plants with associated installation equipment including; -- Three phase separator training rig. -- Distillation column training rig (for example operating using methanol and water). -- Heat exchanger training rig. -- Any other process suggested by tenderer. An integrated approach is to be used during installation as the process equipment will be incorporated into the process infrastructure and materials used should reflect industry. The installation should: -- Be fully functional, with real life, state-of-the-art control systems. -- Feature the latest technologies. -- Be customisable by our in-house engineering team to suit specific training needs e.g. process and selection of control/instrumentation systems or technology, simulated faults etc. -- Instrumentation and control to be connected to the DCS control room. 3) DCS (Distributed Control System) Control Room; Indicative allocation 144 000 GBP inclusive of VAT. The DCS control room is to be connected to the installation and will be used to monitor and operate the processes. A fully functional control desk overlooking the process hall with 3 operator work stations is required. This should include computer software such as Emerson Delta V or similar equivalent used in industry for full and safe control of the plant. Simulation software installed on 16 pcs located in the control room is to be included for group training. The College would need all installations to include all fixtures and fittings. The College will provide all power and services required. Delivery, positioning and installation to be included in the price. All project management to be included in the price.Adjudicaciones
