Review modelling literature and guidance to identify the wider impacts of air quality policy measures (for example the impact of a low emission zone on travel time). This will be based on current best practice appraisal guidance for relevant sources such as DfT guidance on transport appraisal. Conduct a scoping assessment to ascertain which of these are most significant and important to include in Defra's modelling and devise proportionate methods to model and appraise these impacts. 2. To build the necessary tools to model and quantify the impacts identified. Provide a standalone module(s) to be managed by Defra 3. Run the model built in (2) to provide quantified estimates of the impacts for a number of case studies provided by Defra.Awards
