The Trust has been the main provider of specialist mental health care in Bexley, Bromley and Greenwich for more than ten years and also provides adult learning disability services across the same geographic area as well as forensic mental health care across south east London and in Kent Prisons.The Trust also provides a range of physical health services to adults and children in the community in the boroughs of Bexley and Greenwich. These range from health visitors and community midwives working with the very young to district nurses and therapists meeting the physical health needs of older people. The Trust has a workforce of around 3 300 people including many highly skilled health and social care professionals.To meet the needs of these services the Trust has developed a comprehensive estate portfolio in a range of community and hospital settings over 110 sites.The range of Soft FM services included in this procurement are integral to the high quality, safe and effective running of the Trust, and support the delivery of the best clinical services to patients. This procurement aims to contract Soft FM services to one provider who will deliver these services across all the sites of Oxleas NHS Foundation Trust.The key objectives of this procurement are as follows:a) Deliver a single, Trust Wide, Soft FM service which is cost effective and standardises the service delivery methods and the quality.b) To provide high quality Soft FM services for the Trust that meets all of the most up-to-date NHS Guidance and Legislation.c) To deliver affordable and value for money (VfM) Soft FM Services.The Trust has identified the requirement to develop and implement a contract for the following services:1. Cleaning (including window cleaning & peripheral services, e.g., emergency response as required and deepcleaning);2. Catering (mainly cook chill);3. Portering (mobile and site based);4. Linen and laundry;5. Domestic services;6. Reception services;7. Post room services;8. Courier services;9. Pest control;10. Security (site & mobile patrol);11. Internal plants;12. Waste management (clinical waste, refuse, recycling, pharmaceutical waste and feminine hygiene);13. Curtain cleaning;14. Mobile caretaker.Given the ever changing landscape of the NHS and the need to provide an efficient estate response to changing service need, bidders should anticipate changes to both the sites and services during the life of the contract. Bidders will therefore be required to submit a bid by service type e.g. cleaning, catering, security etc per location, with and without allowance for potential redundancy costs.
