Brief Description of Requirement The Standard Assessment Procedure (SAP) and Reduced data SAP (RdSAP) are the Government's approved methodologies for assessing building energy performance and producing Energy Performance Certificates (EPCs). SAP is used in the assessment of new dwellings, whilst RdSAP is a simpler and lower cost method for assessing existing dwellings. To model the impact of Government policies that retrofit existing homes with energy efficiency measures and clean heat systems, DESNZ analysts use our in-house National Buildings Model (NBM). The overall aim of this project is to have a new RdSAP10-consistent energy calculator coded into the National Buildings Model (NBM). This should enable the calculation of EER and EIR scores for dwellings in the NBM, based on RdSAP10, and for the re-scoring of dwellings when building features are changed (e.g., walls are insulated or the heating system changed). The RdSAP10-consistent calculator should be implemented into the NBM such that the model can seamlessly switch between assessing dwellings with RdSAP2012 (as done now) and assessing dwellings with RdSAP10. However it may be necessary to create a different dataset as the RdSAP2012 combines some fields which RdSAP10 does not. Please ensure you review all attached information to ensure a full understanding of this requirement. All attachments can be found with the Supplier Attachments tab within the Jaggaer eSourcing Portal. This contract will be awarded based on the evaluation criteria as set out in the ITQ document.
