The supplier shall be responsible for all aspects of the provision of water and waste water services to the customer's sites. The supplier shall liase with the wholesaler Scottish Water to provide all required services.The objective is to purchase water and waste water services to provide best value for money for the public sector. The requirement has been divided into the following lots and it is intended to award each lot to a single contractor. There are two Lots for the Supply of Water and Waste Water services.Lot 1 will include the local authorities, registered social landlords, police, fire and rescue authorities and eligible associated bodies as detailed below.Lot 2 will include health boards, further and higher education institutions, central government departments, The Scottish Parliament, departments of UK Government facilities operating in Scotland, third sector organisations and other public bodies as detailed below.Lot 3 the provision of Automatic Meter Reading (AMR) metering services will be via a discrete lot subject to the mandatory provisions for AMR providers detailed in the tender and will be available for use by all the public bodies detailed below and Third Sector Organisations.The framework agreement(s) is/are being let in accordance with the review of public procurement in Scotland which recommends that, where appropriate, framework agreements are made available to the wider Public Sector. The framework agreement(s) will be available for use by the Scottish ministers (including agencies), Department of UK Government Facilities operating in Scotland, Scottish Non-Departmental Public Bodies, offices in the Scottish Administration which are not ministerial offices, cross-border public authorities within the meaning of section 88(5) of the Scotland Act 1998, the Scotland Office, the Scottish Parliamentary Corporate Body, councils constituted under section 2 of the local government etc. (Scotland) Act 1994, Scottish fire and rescue authorities, Scottish joint fire and rescue boards, Scottish police authorities, Scottish joint police boards, student loans company, Scottish National Park authorities, bodies registered as social landlords under the Housing (Scotland) Act 2001, Scottish health boards or special health boards, further or higher education institutions being fundable bodies within the meaning of section 6 of the Further and Higher Education (Scotland) Act 2005, any public body established by or under the Scotland Act 1998 or any Act of the Scottish Parliament, any association formed by one or more of the foregoing, bodies financed wholly or mainly by one of the foregoing, bodies subject to management supervision by one or more of the foregoing and bodies more than half of those individuals, being appointed by one or more of the foregoing.
