The aim is to tackle delays in finding suitable adoptive families for children waiting for adoption where a local family cannot be found so that children are adopted more quickly and in greater numbers. It provides a unique professional service managed by skilled social workers and is an invaluable tool for identifying potential matches for children who have not been placed at a local level. It provides a national infrastructure for adoption services and allows the pool of approved adopters to be shared nationally. It is a well-established service that has been running since 2001 and has a standalone website at: http://www.adoptionregister.org.uk. The current contract expires on 31 March 2014. In addition to the current service the new Adoption Register will be accessible by approved prospective adopters. We expect this to increase the speed and number of matches. This is particularly important due to the growth in the number of children and fall in the number of adopters being referred to the Register. Subject to new legislation the new contractor will pilot how the Register can be opened up in this way and identify suitable safeguards before potentially rolling out the new process. The Adoption Register will hold highly confidential and secure information. The safety of children and the privacy of their information shall be paramount. The new contractor will also be required to arrange and facilitate National Exchange Days and attend a number of Exchange Days organised by Local Authorities. The Register will not be accessible by the general public and will not provide general information on adoption. The service will cover England only but the Department will have protocols in place with Wales and Scotland in order to allow the sharing of appropriate information. The new contractor will ensure that the Register complies with relevant legislative requirements, that all data is held securely and that it achieves value for money. There will be a requirement to demonstrate continuous improvement in the service provided and challenging performance targets will be agreed to reflect this. The new Adoption Register is a key measure of the Adoption Reform Programme and the new contractor will need to identify how the Register can work strategically with the new Adoption Gateway to improve Adoption Services overall.Awards
