The Waste Management Unit is part of the Transport and Environment Management Group within the Environment Department. The statutory functions of the Unit include managing the Disposal of Local Authority Collected Waste collected by the ten (10) Waste Collection Authorities (WCAs) in the County under their statutory duties and powers as defined in the Environmental Protection Act 1990, together with the waste collected through the Household Waste Recycling Centre (HWRC) service, increasing the levels of Reuse, Recycling and Composting in the County and decreasing the amount of Residual Waste requiring Disposal. It is envisaged that these facilities shall be in operation for a period of approximately four (4) years, until completion of construction of a Recycling and Energy Recovery Facility (RERF) in Hertfordshire, for the management of all Local Authority Collected Residual Waste in Hertfordshire. Tenderers should therefore note that it is the Council's expectation that, during the final year of the Contract, Residual Waste tonnages cannot be guaranteed. The Waste Management Unit has a requirement for the provision of one or more Residual Waste Disposal Facilities for the Treatment and Disposal of Residual Waste (that part of Local Authority Collected Waste which remains to be Disposed following the removal of material for Reuse, Composting or Recycling by WCAs or at HWRCs) collected by Hertfordshire local authorities. For the purposes of the procurement, approximately 210 000 tonnes of Residual Waste arisings from Hertfordshire WCAs and HWRCs per annum require final Disposal. Tenderers may have proposed pre-treatment to remove material for Recycling prior to Disposal, which would help to further increase the County's recycling rate, however this was not a mandatory requirement and Tenderers may have proposed Final Disposal options only. Residual Waste will be delivered to Treatment and Disposal Facilities either directly by the WCAs or from HWRCs in refuse freighters, street cleansing vehicles or hook lorries or in large articulated lorries from one, or a number of, Transfer Stations, as developed by the Council during the Contract Period or as provided by the Tenderer. Waste arisings vary for reasons beyond the control of the Council. Tenderers should note that due to the current economic climate, the Council is looking at ways to rationalise the HWRC service, which may result in the relocation and/or closure of certain sites. Hertfordshire WCAs are also investigating ways in which further materials can be removed from the residual waste stream and recycled, therefore the quantity and composition of residual waste may change through the course of this Contract. The way in which material tonnage will be allocated to tenderers' facilities will be based on the most economically advantageous option to the Council with regard to the best combination of price and quality. Tonnage could be allocated out to one or a number of tenderers, using single or multiple facilities - full details were provided in the Contract documents. The Contract will be for a core period of four (4) years with an option for extensions up to a further three (3) years at the sole discretion of the Council. Please note that the contract value stated in Section II.2.1 of this Contract Award Notice is an approximate value for the core period of the contract and includes an approximate value for extensions.
