For the purpose of drafting Bills by implementing proposals from MSPs or Committees of the Scottish Parliament, for introduction in the Scottish Parliament. Bills will be drafted from written instructions prepared by a solicitor from the Office of the Solicitor to the Scottish Parliament. These are based on policy instructions from the Parliamentary clerks in NEBU taking into account the policy requirements of the Member or Committee proposing the Bill. The drafter will be responsible for drafting a Bill that achieves the desired policy as developed during the drafting process. The Bill must be in a proper form that meets the requirements of the Parliament in terms of its published guidance and Standing Orders. Before and after a Bill's introduction, the drafter will be asked to comment on any queries and correspondence from those advising the Presiding Officer in relation to issues of legislative competence, proper form and compliance with Standing Orders. That includes such matters as the scope of the Bill, it's long and short title, financial resolutions, hybridity and Crown consent. At Stages 2 and 3 of the Bill's progress through Parliament, the drafter will be responsible for framing amendments based on instructions from the Office of the Solicitor to the Scottish Parliament, reflecting the policy intentions of the member in charge of the Bill. They will also be responsible for ensuring that amendments are in proper form and prepared timeously, and liaising with the clerks in connection with their lodging.Adjudicaciones
