It can also have an adverse effect on the integrity of the SAC. The phosphorus comes from a variety of catchment sources including natural geological sources, consented point sources such as public sewage treatment works (STWs), smaller development treatment plants, and fish and watercress farms, and diffuse sources that are not subject to consent such as agriculture, septic tanks and sewer leakage.. Recent investigations have been carried out to improve understanding on the contribution of different sources to the phosphorus load carried by the rivers. This has included work on natural sources of phosphorus in the catchment and their contribution to phosphorus concentrations along the river system. Analysis has been undertaken of surface and groundwater quality data and production of "natural phosphorus accretion profiling" based on present understanding of sources of phosphorus concentrations in the river system. Aims of the Nutrient Management Plan A NMP is required to present a plan of deliverable actions to meet objectives, standards and timelines within the statutory context set by the Water Framework Directive and Habitats Directive. The NMP will need to: 1. Provide competent authorities with the information they need to determine, through Habitats Regulations Assessment, whether they can be confident that planned future development and individual development proposals, alone and in combination, will not have an adverse effect on the integrity of the SAC; 2. Provide competent authorities with the information they need to establish whether planned future development and development proposals are consistent with their duties on the conservation and enhancement of the SSSIs; 3. Satisfy a commitment set out in the Environment Agency "Review of Consents" Stage 4 Action Plan for the Hampshire Avon in accordance with Regulations 63 & 64(3) of the Conservation of Habitats and Species Regulations 2010 relating to Warminster STW; 4. Meet the requirements of the joint Environment Agency and Natural England protocol on advising on growth and water quality in Natura 2000 sites and Sites of Special Scientific Interest (SSSIs) (Annex 1), where post Review of Consents, there are outstanding water quality issues and future development pressures; and 5. Provide a pathway for achieving Good Ecological Status and Protected Area objectives and standards under the Water Framework Directive.Awards
