"London Borough Tower of Hamlets is seeking a partner (or partners) to support its objectives of making cost savings and efficiencies, delivering transformational improvements in the delivery of various front but primarily back office services and achieving the goals set out in the Council's Community Plan.The initial scope of the Partnership will cover ICT services, the replacement or refresh of the Authority's Finance and HR systems, and assisting the Council transform to deliver its vision.As a Strategic Partnership, any additional services or initiatives to be undertaken by the Partnership would proceed at the sole direction and discretion of the Authority. These would require approval through a rigorous Business Case approval process and governance mechanisms as agreed with the Authority.This process would focus on value for money, strategic alignment with the Authority's vision and ambition, and cultural fit with the Authority's workforce and community goals"."The Authority has produced a descriptive document entitled the Tower Hamlets Strategic Partnership Memorandum of Information. Please refer to this document for further detail.Beyond the initial scope of ICT, Finance & HR systems and Business and Management Support Services, further services may be included at later stages of the Partnership with no commitments made at this stage. We are therefore looking for a partner who can, either themselves or with appropriate partners, effectively deliver across the following services:-- ICT,-- Finance,-- HR,-- Procurement and Payments,-- Revenues,-- Benefits, and-- Customer Access.Participants should therefore ensure they have the capability or appropriate partners to fulfil this possible wider scope. It may include services currently delivered by the Council to partner organisations such as Tower Hamlets Homes."The Council envisages a 7 year term with potential to extend for a further 3 years. A comprehensive review will be scheduled for year 4 to ensure the Partnership is delivering the right outcomes."It is estimated the the contract value over the full term will be in the range of 200m GBP to 1,000m GBP.The anticipated start date for the contract is 1.4.2012.Potential Bidders should note that a Bidders Day has been organised on Monday 23.5.2011 in Tower Hamlets Town Hall. This will provide participants with an opportunity to find out more information about the project.
