ASSP will focus on supporting delivery of the DRC Ministry of Health minimum and complementary package of services in at least 30 health zones (to be identified in the design phase) and also deliver capacity building/health systems strengthening. The CL should bid with any technical partners necessary to deliver on three sub-projects within the programme:(1) Operational research and impact evaluation;(2) Family planning and reproductive health; and(3) Empowerment and accountability.Implementing partners for service delivery in the health zones will be selected during the design phase by the successful CL. The CL will be expected to conduct a needs assessment during the design phase, undertake detailed project design and implementation and select implementing partners. During the implementation phase the CL will manage sub-contracts of implementing and technical partners, provide strategic leadership to ensure that the programme delivers the expected results, provide quality assurance of implementing partners at health zone level and provide technical assistance to the Ministry of Health centrally and at provincial/district level. The project will be conducted in 2 distinct phases - a 2 month design/inception period followed by an implementation phase until the end of March 2018.
