Entidad compradora🇬🇧 Southampton City Council Unidad compradorano reportado Fecha de publicación2013-03-14 Estatus del concursono reportado DescripciónSouthampton City Council (the Council) invites applications from suitably experienced firms/organisations (contractors) who wish to tender for a turn-key capital purchase service incorporating the design (the exact number of boilers to be established during the design process), supply, installation, commissioning and servicing of wood chip biomass boilers and associated equipment at Millbrook School (PRU)Southampton. In 2012 the Council carried out a feasibility study, which justified the technical and economic case for replacing the existing gas fired boilers, nearing end-of-life, with wood chip biomass fired plant. The Council's investment in the capital purchase of wood chip biomass heating is made possible by the Government's Renewable Heat Incentive (RHI) scheme. The Council is looking for a contractor who can demonstrate substantial experience in the design of commercial wood chip biomass heating schemes incorporating stepped or moving grate boiler designs including their supply, mechanical and electrical installation, test, commissioning and in-service operational optimisation, who is also fully conversant with the requirements of the RHI scheme including OFGEM guidance for metering a 'complex' installation. The contractor must be able to demonstrate extensive in-house experience of packaging together fully automatic (including start-up and de-ashing) 100kW plus commercial wood chip boilers including associated equipment into a containerised or prefabricated energy centre incorporating wood chip and circa 300kW plus back-up gas boilers with open protocol control, thermal storage including pressurisation, valving and pumping equipment and mechanical and electrical connections. The containerised or prefabricated energy centre must include above ground wood chip fuel storage with portable offloading trough with connection to augers transferring wood chip to storage within the energy centre. The contractor must be able to show experience as Main contractor responsible for delivery to site, cranage and offloading, erection on-site and connection to existing boiler plant room flow and return headers via plate heat exchanger and district heating mains including their design, supply and trenching. A detailed understanding and experience of biomass boiler planning requirements including flue height design and emissions control, and the design of wood chip delivery arrangements to minimise noise impacts is also required. The contractor will be required to test and commision the wood chip biomass boiler scheme and show that the required primary flow and temperature including return conditions is delivered at the connections to the new flow and return headers (supplied by others). This will require collabarative working with the contractor responsible for the header works. Demonstrating the ability to work collaboratively with other contractors will be a significant condition for contract award. The successful supplier will also be required to undertake the maintenance and repair of all energy centre plant systems installed under this tender during the defects liability period (12 months) of any contract let for the installation works (the maintenance and repair works will be covered by a supplementary contract to the main installation works). This shall include a call out facility to the site on a 24/7 basis with attendance at site within 4 (four) hours of call out. Contractors wishing to tender should note that the supply of wood chip is excluded from this tender nor is a heat supply only contract required.Adjudicaciones
