The total contract maximum value for the initial term for the Borough Council of Sandwell is GBP 900 000.Walsall Metropolitan Borough Council (Walsall Council) has expressed interest in potentially participating in some or all of the services that the Appointed Provider will provide through this contract. There is no guarantee that Walsall Council will participate in these arrangements but Potential Providers may be required to provide services to Walsall Council in addition to providing services to Sandwell Council. At this PQQ stage Potential Providers are not required to provide additional information in relation to this option.OJEU Notice Explanatory Note: The 1 800 000 value referred to in OJEU II.2.1 is an estimated figure based on the possibility of Walsall Council participating with Sandwell Council in this agreement. The 900 000 total maximum value relates only to Sandwell MBC is mentioned above.Key Requirements and Outcomes for the Contract.The key requirements and outcomes for the contract are for the Appointed Provider to (this list includes but is not limited to the areas itemised):Supply the Council with an experienced interim Director of Children s Services (DCS) with a proven track record, who will report to the Chief Executive and:Fulfil the statutory duties of a DCS as set out in the DfE documents Statutory Guidance on the Roles and Responsibilities of the Director of Children s Services and the Lead member for Children s Services and The National Leadership Qualities Framework.Provide strong leadership capability to manage within a political and regulatory environment.Work with the Council s external partners in the public, private and charitable sectors to build effective inter_agency relations, mobilisation of resources and high quality outcomes for children.Design and implement an outcome focussed performance management framework with examples of achieving successful outcomes, quality and key performance metrics.Implement and update monthly the Council s Children s Services Improvement Plan, with particular emphasis on providing the evidence required to secure the removal of Children s Services from the DfE Improvement Notice currently in force.Assist the Chief Executive in mobilising resources from across the Council to continue the improvement of Children s Services and.Manage the Directors of Children & Families and Learning & Culture as part of the Council s senior management arrangements.Note: One element of the process will be that the DCS appointment will be subject to a separate interview as part of the procurement process in order for the Council to confirm for itself the acceptability of the DCS candidate(s) proposed by Potential Providers.Lead a vigorous process to significantly reduce Children s Social Care s over_reliance on interim and agency employees at all levels, but particularly in team manager and management tiers _ and to improve the quality and capacity of team managers.Note: The over_reliance on interim and agency employees has been identified as the single most significant risk to the continuing improvement of the Service.Lead the Council in removing Children s Services from the DfE Improvement Notice, ideally within twelve months from contract commencement, and maintain standing preparations for future OFSTED inspections.Lead the Directors of Children & Families and Learning & Culture in the management of their delegated budgets, in line with the Council s annual budget, medium term budget strategy, financial regulations and standing orders, and implement specific programmes to reduce over_expenditure on:(a)Looked_after children s placement costs(b)SEN transport(c)The use of interim and agency employeesProvide an intensive programme of mentoring, coaching, training and professional development to support the Director of Children & Families and the Director s direct line reports for Social Care based on The National Leadership Qualities Framework.Work towards an exit strategy at the expiry of this improvement contract where:Children s Social Care has significantly improved and reached a point where it is capable of sustainable self_improvement in the future.The two Directorates of Children & Families and Learning & Culture have been merged into one integrated Children s Service.The Council is able to appoint a single DCS or _ if circumstances do not permit a single appointment _ a DCS and an Assistant DCS to replace the DCS and the two existing Director posts for Children & Families and Learning & Culture in the Council s current senior management structure.Note: The Council anticipate that the merger of the two Directorates of Children & Families and Learning & Culture will be a gradual process over the term of the contract _ commencing with joint working between the two Directors and their management teams which has already commenced.Walsall Metropolitan Borough Council (Walsall Council) has expressed interest in potentially participating in some or all of the services that the Appointed Provider will provide through this contract. There is no guarantee that Walsall Council will participate in these arrangements but Potential Providers may be required to provide services to Walsall Council in addition to providing services to Sandwell Council. At this PQQ stage Potential Providers are not required to provide additional information in relation to this option.
