The delivery of the Council's front-line services is dependent on the accessibility and reliability of its vehicles. It is therefore vital that we operate an efficient and cost effective fleet management and maintenance service. The Council requires a mix of vehicles for the delivery of this service and these include but are not limited to cars and light commercial vehicles and heavy, specialist municipal vehicles. The current operating practice also allows for impressed stock to support and assist in implementing efficiencies throughout the Fleet Management and Vehicle Maintenance Section. The Fleet Management and Vehicle Maintenance Sections, come under the control of the Head of Community and Leisure Services, and the services offered by the unit is indicated below: Vehicle Procurement and Decommissioning Operator's Licence Compliance Management of Planned Preventative Maintenance & Scheduling Driver Assessments Legislative CPC Training Driver Behaviour Monitoring (vehicle tracking) DVLA and DSA Driving Test preparation; 4x4 and MIDAS Training. Fuel Management Hire Desk & Hired Vehicle Breakdown & Repairs The Authority currently has a fleet of approximately five hundred vehicles that are utilised by front line services on a day to day basis, these services include (but are not limited to) Waste and Recycling; Highways Operation Group; Building Maintenance; WHQS; Parks & Bereavement Services; and Social Services. Other smaller users of Fleet Vehicles are Meals on Wheels; IT Services; Community Education and Building Cleaning. The total estimated cost of this operation to include vehicle maintenance for the financial year 2012/13 was in the region of 6.2 GBP. The current Fleet Profile is mixed in terms of outright purchases; those on operating lease; and those on longterm rental. Currently the authority acquires vehicles in a multitude of ways including Authority owned as an outright purchase, Operating Lease; Contract Hire; Long Term and Short Term rentals. The servicing, repairs and planned preventative maintenance of vehicles for owned vehicles is the responsibility of the authority's in-house vehicle maintenance unit and this accounts for an estimated forty eight percent of the Council's service requirements. For contract hire; long-term rental and spot rental vehicles this remains the responsibility of the hiring company and this accounts for an estimated forty percent of this service. The Operator's Licence Vehicles statutory six weekly inspections are undertaken in-house by the vehicle maintenance unit and this accounts for twelve percent of the service. The unit acts as a sub-contractor for this work and recharges the supplier(s) accordingly. As part of this new arrangement it is intended that all servicing, repairs, planned preventative maintenance and Operator's Licence Statutory Vehicle inspections will be undertaken by the Authority's in-house vehicle maintenance unit and therefore providers will be expected to provide impress stock as part of the contract. It is the Council's intention to let the contract in two lots. The indicative spends for both lots are as follows: Lot 1 Cars and Light Commercial Vehicles - 1.4 GBP Lot 2 Heavy,Specialist municipal vehicles - 3.6 GBP The spends identified above are indicative only and may change during the course of the contract.
