Min(DEST) has recently announced to the House of Commons that Lord Currie of Marlebone is to Chair an independent review of the regulations used by the Ministry of Defence (MoD) when pricing work procured without reference to competition. The existing framework is described by the Government profit formula and associated arrangements (GPFAA) - the so-called "Yellow Book" - of which MoD is the sole user. i. Establishing an appropriate price for contracts -ensuring value for money for the taxpayer and a fair return to industry; ii. How to provide an on-going incentive to improve or enhance efficiency - ensuring governance replicates the competitive pressures that may be absent in single sourcing; iii. Costs HMG should and should not pay - how to deal with rationalisation, pensions, marketing etc; iv. Regulatory models, their strengths and weaknesses,and their appropriateness within this context; v. Lessons identified from mechanisms in other industries; and single source approaches used by other governments; vi. Assessing the appropriate balance of risk and reward; vii. Incentives under the regime (SMEs, exportability,overhead reduction, encouraging moving to competition, (HMG incentives). viii. Management information and reporting; ix. How change should be managed; x. Implementation issues (resources, skills,simplicity); xi. Transition from current regime to new proposed regime; Fulfilling this requirement will require: xii. proven thought leadership ability; xiii. experience in designing and evaluating financial mechanisms; xiv. proven research skills needed with some academic experience a plus; xv. proven analytical skills across a broad range of quantitative and qualitative analysis techniques: xvi. detailed understanding, and ideally practical experience, of single source pricing issues with defence sector; xvii. proven experience in contract pricing in a competitive environment; xviii. excellent presentational and communication skills; xix. excellent spreadsheet skills (such as MS Excel) and the ability to build spreadsheet models; xx. knowledge of best practice modelling, configuration control, and how to establish a good audit trail; xxi. the ability to work quickly and professionally and in a team. xxii. no potential for a conflict of interest.
