The framework agreement covers the provision of a variety of vehicles with drivers including wheelchair and non-wheelchair accessible coaches, minibuses and cars.The transport services provided via the framework agreement will be used to fulfil the requirements of a wide range of passenger groups including:-- Provision of 'Home to School' transport services,-- Provision of transport services for vulnerable individuals who are under the care of the Council's Children's and Adults' Social Care services,-- Provision of transport services to employees of the Council who require transportation within the scope of their duties such as IT Technicians and Social Workers,-- Provision of 'Dial a Ride' transport services.The framework agreement may also be utilised by other contracting authorities who, along with the Council, form the Portsmouth Regional Procurement Partnership (PRPP) on a discretionary basis. The Council's fellow PRPP members are listed within Annex A.The total value of services let via the agreement over its duration is estimated to be in the region of PS6M - PS9M, dependent upon utilisation of the agreement by the other contracting authorities named within Annex A. The Council's highest value area of contracted spend that will be let via the agreement is for the provision of 'Home to School' transport services, for which the Council spends an average of PS1.2M per annum.The framework agreement covers four distinct service provisions which were split into the following lots for the procurement exercise undertaken:Lot 1 - Reactive and Emergency Contracts - Used for the provision of one-off, unscheduled transport service requirements which must be fulfilled at very short notice. Also used for the provision of scheduled transport service requirements on a short term basis where the Council is not given sufficient notice by the commissioner to run a mini-competition process. Contracts are let on an agreed schedule of rates basis when this lot option is utilised.Lot 2 - Set Route Regular Journeys (1 Vehicle) - Used for the provision of scheduled long term transport service requirements which can be fulfilled through the use of an individual vehicle. Contracts are let via a mini-competition process when this lot option is utilised.Lot 3 - Regular Journeys (Multiple Vehicles) - Used for the provision of scheduled long term transport service requirements where the volume of passengers involved will require the use of multiple vehicles. Contracts are let via a mini-competition process when this lot option is utilised. Contracts may be let via the use of route and vehicle type specifications set by the Council or, when expressly invited by the Council, via route and vehicle type options proposed by the framework suppliers as part of their mini-competition bid.Lot 4 - Dial-a-Ride Services - Used for the provision door-to-door transports service for disabled people of any age who live within Portsmouth whose disability means that it is difficult for them to get access to a bus stop and / or subsequently access a bus. Eligible passengers may travel anywhere in Portsmouth for most of their travel requirements except for journeys to Social Services Day Centres. Currently the service operates seven days a week with bookings taken between 9:00 am and 4:00 pm with the dedicated vehicles operating between 8.30 am until 5.00 pm. The passenger pays the driver of the vehicle directly at the completion of their journey. Contracts are let via a mini-competition process when this lot option is utilised.Adjudicaciones
