The estates strategy can be reviewed via: http://www.strath.ac.uk/estates/information/estatestrategy/ The estates development framework (EDF2) includes the following priorities: -- To move to a single campus as soon as possible, -- To invest in strategic priorities including the TIC Building, -- To reduce the size of the estate (by approximately 40 %), -- To create four distinct academic quarters and first class teaching, research and recreation facilities, -- To deliver a sustainable, flexible, more attractive and fit for purpose estate consistent with a leading, international technological university. The EDF 2 plan includes several major and minor capital projects, and backlog maintenance works. In addition the University spends 2.0m (gross) per annum on Planned Maintenance projects which maintain the fabric and infrastructure of the University's buildings. Funding will come from a number of sources including income from public and private organisations, University's own funds and loan facilities secured from the European Investment Bank in 2011. In light of the increased level of investment the University in conjunction with Glasgow City Council intends to introduce a policy on community benefits to ensure that, as far as is possible within current legal constraints, the maximum economic and social benefit are captured for residents and businesses within the City of Glasgow from investments being made in areas of public sector expenditure. The introduction of the Local Government in Scotland Act 2003 and the adoption of the EC's single procurement directive enable public bodies and the private sector to enter into community benefit agreements through the procurement process rather than depend on a separate voluntary agreement. The University recognises the potential of the community benefits agreements within procurement processes and what it can bring in terms of employment and training and business development. The successful Tenderer(s) will be expected to embrace the University's requirements for delivering community benefits through the contract, as detailed in this section. The University's purchasing services will have ownership of the community benefit programme as enabler/facilitator and will work in partnership with he appointed successful Tenderer(s) and the relevant agencies to help address the imbalance of economic wealth across Glasgow by creating and maximising employment and training and business development opportunities arising from this Policy. The University will include specific community benefit requirements in the invitation to tender (ITT) documentation and in the evaluation process and intends to include community benefit clauses in major infrastructure contracts including this project. As far as is permissible within current procurement legislation, the community benefit provisions within the procurement process will focus on: Targeted recruitment and training; SME supplier development; Social enterprise development; In recognition of the increased level of investment the University intends to introduce an integrated team structure and outsourcing approach into the delivery of its projects and wishes to put in place framework contracts for medium to large scale builder works over the period 2011 to 2015 (initially for two years with a possible extension for a further two years, 2+1+1). The total net construction value of the projects that will be delivered by the two frameworks will be in the region of 35-40 million (at base price of June 2011).
