The use of anatomical models using meat products provides a realistic approach to clinical training that cannot currently be reproduced by artificial models. This enhanced training is to introduce medical personnel to realistic instruction in trauma management scenarios. 2. The requirement is for the provision of thoracotomy trainers (for chest drain procedures) comprising of a sheep thorax covered with chamois skin and crycothyrotomy trainers (for airway management) comprising of a porcine trachea, stitched to porcine skin or chamois. All such trainers are to be safe for use in all respects by the medical personnel. 3. The contractor must be prepared to provide animal fresh tissue anatomical models to support training courses being delivered by Defence School Post Graduate Medical Studies (DSPMS) and Defence School of Medical Technical training (DSMTT). 4. DSPMS are to deliver up to 34 Battlefield Advanced Trauma Life Support (BATLS) courses per annum although this requirement could reduce to a minimum of 12. DSPMS has a requirement for 3 - 4 thoracotomy and up to 30 crycothyrotomy trainers per course. 5. DSMTT have a requirement for animal fresh tissue anatomical models to support x 3 Leading Medical Assistant Professional Qualification (LMAPQ) and x 2 Senior Rates Professional Qualification (SRPQ) training courses per annum. The LMAPQ and SRPQ courses will each have a requirement for 6-8 thoracotomy and up to 25 crycothyrotomy trainers per course. 6. Both DSPMS and DSMTT requirements are subject to change to reflect changes in demand. 7. The anatomical model products are to be delivered at a venue provided by the Joint Medical Command (JMC), this will normally be in either Gosport/Aldershot/Lichfield or another military establishment within the UK. 8. The contractor will ensure that bulk orders of animal fresh tissue anatomical models are delivered within a minimum six week lead in time prior to commencement of BATLS, LMAPQ and SRPQ training events. DATE OF COMMENCEMENT AND DURATION OF REQUIREMENT 9. This requirement covers a two year period starting from 1 October 2012 until 30 September 2014 with an option to extend for a further 12 months. CONTRACTORS RESPONSIBILITIES - 10. The Contractor will: a. Deliver orders of fresh tissues as in Para 2 for the minimum requirement at any given time to support up to x 3 courses at one time. b. Deliver to those locations as indicated in Para 4 or as directed by JMC to any other military establishment within the UK c. In the event that the contractor is unable to meet the demand, the contractor will liaise with a third party to meet the demand to ensure that there is no negative impact on scheduled training courses. JMC RESPONSIBILITIES - 11. The Designated Officer, will: a. liaise with the contractor to arrange location and dates for delivery. b. ensure that six weeks notice is given for placing orders and delivery dates c. ensure escorted access onto Military establishment at time of delivery. During the tendering process this Authority expects only to take forward a maximum of 6 contractors to the Invitation to tender (ITT) stage, therefore we may require potential contractors to undertake a pre Qualification Questionnaire (PQQ) should the Authority receive high interest in the requirement.
