Binnen dat kader tracht DFB via wetenschappelijk onderzoek en studies te onderbouwen wanneer en op welk wijze de Vlaamse fiscaliteit gericht als beleidsinstrument kan worden ingezet. Met de huidige onderzoeksopdracht is het Departement Financien en Begroting (DFB) op zoek naar welke factoren, waaronder ook de mobiliteitsfiscaliteit, het mobiliteitsgedrag van de Vlaming effectief kunnen sturen in de richting van een meer klimaatvriendelijke mobiliteit (bv. het afvlakken van de groei van het gemotoriseerde verkeer en een vermindering van het aantal voertuigkilometers op de weg) met minder congestie.Anderzijds geeft deze onderzoeksopdracht ook uitvoering aan de Vlaamse beleidsbeslissing in de visienota "Bijkomende maatregelen Klimaat" (VR 2021 0511 DOC.1237/1) waarbij een onderzoek naar sturende verkeersfiscaliteit wordt voorzien . Binnen dat kader wordt in deze onderzoeksopdracht nagegaan op welke wijze de mobiliteitsfiscaliteit als sturend instrument kan worden ingezet voor de verbetering van het klimaat en de mobiliteit (bv. modal shift naar fiets, gebruik van zero-emissie voertuigen, vermindering congestie), zonder dat daarbij de inkomsten uit die fiscaliteit eroderen.Awards
