The surveys must be based on the substance and its properties and cover the entire life cycle of the substance in relation to production, use and waste management with special focus on use in consumer products. A systematic survey of all substances/substance groups is to be conducted, composed of a collection of all available knowledge and experience relating to the occurrence, environmental and health risks as well as regulation of the substances/substance groups.
