Initial expressions of interest are invited from potential providers wishing to provide decorating services to occupied and vacant domestic housing and commercial properties throughout the area covered by Westworks. The work will be of a single lot and multiple providers will be considered to achieve geographical and volume coverage. We are not intending to split the works by geographical lots but to award works based on providers' ability to deliver in a specific area by running mini-competitions prior to awarding call-off contracts from the framework. We are therefore inviting bids based on technical and geographical capability so as to encourage small to medium as well as larger enterprises to participate. Companies should make clear the areas within which they can deliver the services required. Limited geographical coverage by a potential provider will not necessarily exclude them from the process as it is a Westworks aim to encourage local employment and businesses as well as engaging with other suitably qualified providers. It is the intention of Westworks to engage with enough suitably qualified providers to achieve these aims. The main geographical area to be covered by the provided services covers the south and south west of England and South Wales but may encompass any part of the UK. Contract Call-off Procedure. The resultant framework will be accessed by users through mini-competition. The procedure will be compliant with The Public Contracts Regulations 2015. Mini-competition will be via the Westworks in-Tend portal and all qualifying providers on the framework will be invited to enter the competition. The scope of call off contracts with individual users will be further clarified and contracts will be placed upon satisfactory conclusion of the mini-competition. The user may use single lots or multiple lots as well as a combination of Westworks' other arrangements to provide the best value for users. This may include direct materials supply, appointed providers of other services etc. All call-off contracts drawn from the framework will be subject to further competitive selection processes and will include most economically advantageous tender (MEAT) and project specific criteria which will be determined at the time of the call-off and by the contracting authority (i.e. WW Member or user) by mini-competition. These aspects and requirements will be clarified at mini-competition stage. Bidders should note that this tender has been limited in its content to general works and services and as such call off contracts may encompass items not directly referred to in the pricing matrices but which may be reasonably required by users. In the event that a user has a requirement which is not adequately covered within these priced matrices, the mini-competition will specify and itemise these requirements. This will give all qualifying providers the opportunity to bid for the call-off contracts. Framework call-off contracts procured via mini-competition will be awarded under the criteria notified at the time of the mini-competition. Qualification criteria will be a combination of both financial and non-financial factors and will be in accordance with Regulations 76 of the Public Contract Regulations 2015. All subsequent call-off contracts drawn from the framework will be subject to further competitive selection processes and will include most economically advantageous tender (MEAT) criteria and project specific criteria which will be determined at the time of the call-off and by the contracting authority (i.e. Westworks Member or partner).
