Firstly, it will provide all the necessary data and analysis for the preparation of the Commission report required under the EU legislation. Secondly, the contractor will be expected to contribute to and support the work of a high level group that the Commission intends to set up to provide further academic input into the assessment of the EU road transport market. Thirdly, the contractor will support the preparation of a Commission impact assessment of possible EU policy measures. The contractor will collect and analyse all the relevant data regarding the functioning of the internal road haulage market across the whole of the EU, on the basis of the analysis will develop and assess possible future policy options and design combinations of policy measures with a view to maximising the effectiveness of the proposed changes. The evaluation to be done will include the assessment of the functioning of the current road freight cabotage rules (including their efficiency and effectiveness), the socio-economic cost of the relevant social and safety legislation, the cost of the lack of harmonisation and the lack of proper enforcement and the overall cost of the incomplete integration of the internal road haulage market in terms of the distortion of the functioning of the internal market. The assessment will aim at providing an objective and balanced basis to determine the scope and timing of future changes to the access to the occupation and the access to the market rules and of other possible further initiatives to accompany these changes in the most effective way including measures outlined in the 2011 Transport White Paper such as further harmonisation of enforcement practices and social rules.Adjudicações
