Kilpailutettavassa hankintasopimuksessa maaritellaan tuotteiden ominaisuuksiin ja tuotantoon liittyvat laatuvaatimukset, joiden toteutumiseen ja raportointiin sopimustoimittaja sitoutuu lapi sopimuskauden. Lisaksi maaritellaan toimituksiin liittyvat palvelusuoritteet ja niiden hinnat.Kilpailutuksella valitaan yksi sopimustoimittaja jokaiseen osakokonaisuuteen. Jokaisesta osakokonaisuudesta tehdaan oma toistaiseksi voimassa oleva hankintasopimus.
