La Metropole Europeenne de Lille a confie a Soreli une concession d'amenagement pour la regeneration de cette friche industrielle. Le programme mixte du projet prend appui sur un travail de couture avec les quartiers et la valorisation du patrimoine industriel, notamment celui d'anciennes halles monumentales a reconvertir. La 1re phase du projet, en cours, s'achevera fin 2020. Afin de preparer la 2de phase, il a ete decide d'engager, sur la base du plan directeur du projet, des etudes de Master Plan. La presente consultation porte sur la mission d'urbaniste du projet Fives Cail, qui etablira ce Master Plan et accompagnera la fin de realisation de la phase 1 et la mise en oeuvre de la phase 2. Cette mission se realisera via un accord-cadre qui comprend des prestations de: -- conception urbaine, -- coordination urbaine, architecturale et paysagere des operations de construction.Awards
