Dans le 1er cas, les bons de commande sont emis par les Beneficiaires; dans le 2nd cas, les bons de commande sont emis par le RESAH, considere comme beneficiaire de l'accord-cadre. Pour le lot no 20, l'accord-cadre est conclu par le RESAH, agissant en tant que centrale d'achat <<grossiste>> au sens de l'article L. 2113-2-1odu code. Le RESAH emet donc les bons de commande.
