Chacun des deux lots de la consultation est passe sous la forme d'un accord-cadre multi-attributaire, comptant au maximum deux titulaires par lot, sous reserve d'un nombre suffisant de candidats et d'offres lors de la consultation, et s'executant au fur et a mesure par l'emission de bons de commande. Les accords-cadres sont conclus sans montant minimum annuel et avec les montants maximums annuels suivants : 7 900 000 euros HT pour le lot 1 et 1 700 000 euros HT pour le lot 2.
