Gleichzeitig stellt die Stadt eines der vier Oberzentren des Bundeslandes. Die Stadt charakterisiert sich als Dienstleistungs-, Wissenschafts- und Verwaltungszentrum. Mit der politischen Wende 1989 setzte ein tiefgreifender Strukturwandel ein. Seit 2011 liegt die Bevolkerungszahl weitgehend stabil bei ungefahr 100 000 Einwohnern. Die Arbeitslosigkeit (9,2 % im Marz 2016) liegt uber dem Bundesdurchschnitt. Somit ist der Bedarf an neuen Arbeitsplatzen anhaltend hoch. Aus diesem Grund soll in Cottbus das RCGC als ,,Innovations Akzellerator" entstehen. Mit dem Grundungszentrum sollen neue Wege und Geschaftsmodelle gefunden werden. Gegenstand der Ausschreibung ist die ,,technische Ausrustung HLS" fur das RCGC gem. SS 53 Abs. 2 Nr. 1-3 HOAI in den Leistungsphasen 1-5, optional 6-9. Der Auftraggeber behalt sich eine schrittweise Beauftragung vor.Awards
