Schulerbeforderung im Individualverkehr bedeutet, dass der Landkreis im Rahmen seiner Eigenschaft als Trager der Schulerbeforderung dafur Sorge zu tragen hat, dass Schulerinnen und Schuler, die aus verschiedensten Grunden nicht in der Lage sind ihren Schulweg mit offentlichen Verkehrsmitteln selbststandig zu bewaltigen, durch geeignete Fahrzeuge eines zuverlassigen Unternehmens zur Schule und zuruck befordert zu werden. Grunde fur eine Individualbeforderung konnten z. B. eine fehlende OPNV-Verbindung oder eine dauerhafte/ vorubergehende Behinderung sein.
