The DPTUI purchased, after a public procurement, UHPLC-MSMS system from Waters AB, Sweden in 2014. Past year two FTE's (full time equivalents) have been used in developing two methods for analyzing urine samples and connecting the system with the Laboratory Management System (LIMS). This work is far from being finished since more methods need to be developed both for urine as well as for blood samples.Waters has exclusive rights on the UHPLC-MSMS system; it is protected both by patents and copyright. These rights have not been licensed to other producers of LC/MSMS systems. The software platform, UNIFI Network, is unique in its design vs other instrument manufacturers. No other high end LC/MSMS can operate in such an environment and UNIFI is only capable of controlling Waters LC/MS and LC/MSMS systems.Purchasing a new system from another provider would:-- Result in two incompatible systems and interfaces, which are unable to share data and impossible to integrate together.-- Increases risk of human error involving patient safety and liability.-- Result in un-operational system while the method development takes place.-- Require a new costly, time consuming method development followed on by method validation. Estimated two new FTE for 2-3 years would be needed for that work as well as for integrating the new system with LIMS. It is not possible to use some standard methods from providers since;i) They need to be developed based on the Icelandic market.ii) Having different methods, especially concerning sample preparation, increases the risk of human error.iii) Obtaining and maintaining additional accreditation would still be required with increased cost.-- Backup system would not be controllable by the same software or data analysis and reporting.-- Employees would need to be trained to work with two different systems.-- Require 2nd set of spare parts and two different service providers.-- Require a new accreditation for any methods developed with associated costs (and risks).A new system from a new provider would inevitable have different technical characteristics and result in great technical difficulties for operation.Based on stated arguments the only system to fulfill all the needs of DPTUI is Xevo TQ-S micro coupled with ACQUITY UPLC I-Class along with roughing pump and nitrogen generator.The decision is justified with reference to Directive 2004/18/EC, articles 31.1.b and 31.2.b:1) The goods can be provided only by a particular tenderer for reasons that are technical and connected with the protection of exclusive rights.2) For additional deliveries by the original supplier which are intended as the extension of existing supplies or installations where a change of supplier would oblige the contracting authority to acquire material having different technical characteristics which would result in incompatibility or disproportionate technical difficulties in operation and maintenance.Awards
