Dit houdt in het schoonhouden van alle openbare ruimte, de openbare parken en groenstroken. De gemeente heeft hiervoor zelf personeel in dienst en heeft voor het specialistisch onderhoud een externe contractpartij. Ter aanvulling op haar eigen personeel (bijv. na reguliere werktijden of op piekmomenten), wenst de gemeente gebruik te kunnen maken van extra mankracht in deze groen/veegvoorziening. De gemeente wenst een bijdrage te leveren aan een sociale en duurzame samenleving voor de regio Leiden door middel van Social Return. In dit geval betreft het de volgende doelgroepen: (ex)gedetineerden, langdurig werklozen, dak- en thuislozen, taakgestraften en (ex)verslaafden.
