Een raamovereenkomst voorziet in de behoefte om opdrachten met een relatief kleine opdrachtwaarde en opdrachten met een grotere opdrachtwaarde snel in opdracht te kunnen geven. Deze aanbesteding heeft betrekking op vastgoed van Defensie en ander vastgoed van het Rijk. De nadruk ligt op vastgoed van Defensie.
