Tevens is er geen ruimte voor het aanbieden van alternatieven.De inhoud en omvang van de opdracht worden eenduidig vastgelegd in de bestekstukken. Evenals de vereiste minimumkwaliteit, welke wordt omschreven in het bestek en/ of de opdrachtbeschrijving, in harde minimumeisen. Er wordt gebruik gemaakt van een gestandaardiseerde, uniforme methode voor het opstellen van een bestek (in dit geval Stabu) waarmee de verlangde (minimum)kwaliteit gedetailleerd en eenduidig wordt vastgelegd, daarom is, naar de mening van de aanbestedende dienst, de laagste prijs dus het meest voor de hand liggend criterium. Het toepassen van gunningscriterium ,,Laagste prijs" leidt niet zondermeer tot de laagste kwaliteit, de Aanbestedende Dienst bepaalt immers in het bestek de minimumkwaliteit waaraan een inschrijving ten minste moet voldoen.Awards
