Met als doel dat de gebruikers van de panden waar de zonnepanelen op liggen, de opgewekte stroom kunnen gebruiken in hun bedrijfsvoering. Het betreft Rijksgebouwen van diverse gebruikers, bijv. Defensie, Rijkskantoren, etc. Opdrachtgever is voornemens een Raamovereenkomst te sluiten met drie opdrachtnemers ten behoeve van het Ontwerp en de Realisatie (Design & Construct) van deze installaties. De Nadere Overeenkomsten onder de Raamovereenkomst komen tot stand door toepassing van mini-competities met als gunningscriterium Laagste Prijs. De Nadere Overeenkomsten worden gesloten op basis van de UAV-GC 2005 (voorwaarden). Het aantal daken en de locaties van de daken waarop de PV-installaties geplaatst dienen te worden, is nog onbekend. De geschatte financiele omvang van de Raamovereenkomst is 85 miljoen euro. Dit betreft een grove schatting van de gehele overeenkomst gedurende de looptijd inclusief opties tot verlenging.
