Het betreffen doorgaans functies op HBO/WO niveau vanaf schaal 9 (CAR-UWO) en hoger. Voor de invulling van deze behoefte heeft ISNV gekozen om een DAS in te stellen. ISNV nodigt geinteresseerde partijen uit (zowel ondernemingen, als ZZP'ers) om zich te registreren en aan te melden voor de diverse vakgebieden binnen dit DAS (zie voor de vakgebieden SS 1.3.2). Met het DAS willen de deelnemende gemeenten binnen ISNV op bepaalde momenten deskundigheid op een flexibele manier kunnen aantrekken en daarbij de aanbestedingsregels respecteren. Transparantie en mededinging bij de inhuur van externe partijen zijn daarbij speerpunten. Het DAS wordt ingesteld voor een periode van twee (2) jaar (1.2.2021), met acht (8) keer een optie tot verlenging van een (1) jaar. De beoogde ingangsdatum van de overeenkomst is 1.2.2019.Awards
