Hierbij gelden de volgende uitgangspunten: -- de aanbestedingswet die voorschrijft dat het een Europese aanbesteding betreft; -- de wens van de gemeente Utrecht op gebied van kwaliteit in de vormgeving; -- zo laag mogelijke kosten; -- de politieke wens om kleinschalig en/of regionaal ondernemerschap te stimuleren. De gemeente heeft tot 1.1.2017 contracten met in totaal zeven bureaus. Hierbij is uitgegaan van het werken in twee percelen: uitvoering van vormgeving (perceel 1) en communicatieadvies bij campagnes en grote projecten (perceel 2). Bij deze aanbesteding laten we de indeling in percelen los: al het vormgeefwerk van de gemeente valt onder deze aanbesteding.
