SPK has a framework agreement for IT consultancy and consultancy services which expires in July 2011. There is a need to establish new framework agreements for the IT area (ITO). The aim is to enter into framework agreements in order to have access to consultants with documented competence and experience within ICT application administration and application development. SPK will enter into contracts with service providers who have professional resources who have competence and experience with application administration and application development. When entering into contracts SPK would like security that the service provider has routines to offer professional resources which cover SPK's needs. A framework agreement shall be signed with a minimum of 3 (three) and a maximum of 5 (five) service providers. All tenders shall be sent electronically in PDF format with an electronic signature via the Mercell portal, www.mercell.no by the deadline for receipt of tenders. Tenders which are received in another way will be rejected. If service providers have questions to SPK about this competition, the questions must be asked via the communication module in Mercell. This is so that all communication is logged.
