Ates que en la realitzacio d'aquestes festes es necessaria l'existencia d'una barra de bar per tal de satisfer les necessitats dels ciutadans i prestar el servei de begudes i menjar, si s'escau, als musics i a les diferents bandes de musica que actuen per festa major, Nadal, Estiu, etc. En aquest sentit, ates que l'Ajuntament no pot prestar amb mitjans propis el servei de barra de les diferents festes que ella mateixa organitza, es creu convenint licitar l'aprofitament de la barra de festes per tal que un tercer pugui explotar el servei i, com a consequencia, obtingui un benefici del mateix. Satisfent, en tot cas, el canon convenient a l'Ajuntament.
