The pre-qualification questionnaire (PQQ) documentation is availabe for download from there. Suppliers should submit their completed pre-qualification questionnaires through the secure postbox on Public Contracts Scotland no later than the stated deadline. The postbox facility will not accept any submissions after the deadline and it is the responsibility of suppliers to ensure submissions are received before the deadline. Design Team expertise is required by Scottish Enterprise (SE) to support its efforts in relation to the overall masterplanning of the Edinburgh BioQuarter site and achieve planning permission in principle for an expansion of the project (Phase 4 - c53 acres and 100 000 m2 of additional development capacity). Edinburgh BioQuarter is a world class cluster of biomedical research activity, providing a focus for commercial research through integration and collaboration with academia and clinical expertise. The project capitalises on the co-location of the University of Edinburgh's College of Medicine, the Queens Medical Research Institute and the Royal Infirmary of Edinburgh and will continue grow in scope in concert with the future investment proposals from the growing life sciences sector, University of Edinburgh and the NHS. The development of the park has commenced and is being progressed through a Partnership including SE, the University of Edinburgh (UoE), NHS Lothian and Alexandria Real Estate Equities, Inc (ARE) and an approved masterplan is already in place for the first 3 phases. The commission has 6 main objectives although the list is not exhaustive: Pre-application advice on tactics for the timing and content of a Planning in Principle application. Co-ordination in the production of all necessary supporting studies and documentation required in support of the Planning in Principle application. Ongoing liaison with the Planning authority until the application is approved. Assist with a strategy for the implementation of any associated planning conditions. Provision of general planning advice in relation to the wider EBQ site. Production of visuals, drawings and masterplanning solutions in relation to the overall BioQuarter site its wider context. The pricing requirements of the commission request lump sum charges indicated for a certain number of the project elements with time charge request for the remaining elements. The anticipated budget range for this project is in the range of 200 000 GBP - 280 000 GBP excluding VAT. The commission is anticipated to take up to 4 months with a start date of end March 2011. This piece of work is being tendered to support SE's Edinburgh BioQuarter team due to the nature of the specialist studies that are anticipated to be required along with the advice required in support of the Planning in Principle application.
