The Authority may have an urgent operational requirement for deployable NUAS. The NUAS shall be primarily military/commercial off the shelf (M/COTS). The contractor is likely to have to work with other contractors and MoD teams. Brief requirements are likely to include: -- Air element must be rotary wing. -- All up weight of air element to be less than 200g (desirable, significantly less). -- NUAS total weight to be less than 1,7 kg (desirable, less than 1 kg). -- NUAS design and production to be mature and robust sufficient to allow delivery to start by Q1 2012. (desirable Q4 2011). -- NUAS to be capable of operation in typical conditions to be found in Afghanistan (AGH) and UK (weather, environmental conditions, wind speeds etc.). -- Datalink frequencies to be usable in AGH and UK (different communications sets are allowable). Further information will be provided by UAS T at appropriate time. -- NUAS must not conflict with in-service electronic counter measure (ECM) and communications equipment. Further information will be provided by UAS T at appropriate time. -- NUAS must be able to carry out at least one single flight of at least 20 minutes endurance (desirable at least 40 minutes). -- Air element must be able to operate between 0 and at least 300 m from the ground element (desirable up to at least 1 km from the ground element). -- Sensor is required to allow operation and Users to see motion imagery sufficient to distinguish friendly force personnel from others in daylight conditions (desirable able to detect any personnel at night). -- NUAS to be deployable within maximum of 5 mins (desirable 2 mins). -- NUAS to be operable by non-specialist, a maximum of 2 day System specific training is permitted (desirable 1 day system specific training). -- NUAS to have way-point route planning. -- NUAS to have low visible/acoustic signature at optimum operating altitude. -- Operator to only carry out level 1 maintenance - all other repairs to be returned to contractor. -- NUAS to be battery powered -- Technical support required to resolve issues and provide detailed tech info required for safety case, airworthiness, RTS, communications modelling etc. -- NUAS to have safety case that will be ready to support requirements to fly NUAS in AGH and UK. -- NUAS to be subject to the Authority's support solution envelope (e.g. Nato codification, packaging) and safety requirements. -- Site visits must be allowed for quality purposes etc. Potential bidders are invited to express an interest in meeting this capability. Expressions of interest are to be forwarded as section I.1). Expressions of interest shall be limited to no more than 4 sides of A4 paper and as a minimum shall address: -- Summary of NUAS to be offered; -- Evidence of ISO9001:2000 Accreditation or equivalent with appropriate scope covering design, development (including software), and production; -- Knowledge or capability of this type of work; -- Experience of fulfilling similar requirements In addition, interested contractors may be required to demonstrate their credentials, and experience within a Pre-qualification questionnaire (PQQ) before being invited to tender.Awards
