The type of works procured under the framework may include, but not limited to the following:-- Design, supply and installation of tunnel mechanical, electrical, Instrumentation, control systems, fire protection and equipment associated with but not limited to:-- Tunnel Infrastructure;-- Tunnel service buildings;-- Transmission stations;-- Traffic Management Control Centres;-- Works Compounds;-- And any other buildings associated with the infrastructure.The Welsh Ministers are using Amey OW Ltd as consultant on this project. Their role will be on to:-- Prepare the Framework contract documentation,-- Evaluation of tender submission,-- Quality /Technical assessment,-- Financial Assessment,-- Commercial Assessment report,-- Creation of User Requirement Specification,-- Contract call-off documentation preparation,-- Respond to tender query results,-- Contract call-off evaluation / assessment (quality and finance),-- Manage on behalf of the Welsh Government the Tunnel projects Annual Plan.Any organisation submitting a tender response for this procurement must consider whether there would be any potential for a conflict of interest in their involvement and must declare this potential conflict of interest. If a potential conflict of interest is identified, tenderers should include a comprehensive plan on how this conflict would be managed. This management plan will be scrutinised by the Welsh Ministers. The Welsh Ministers reserve the right to exclude from the procurement process any organisation whose conflict of interest management plan is deemed to be insufficient. The Welsh Ministers also reserve the right to exclude from the procurement process any organisation that does not declare any potential conflict of interest if any potential conflict is later identified.This framework agreement will be let for 36 months with an option to extnd by up to a further 12 months.The total range of value of this framework is between 37 000 000 GBP and 42 000 000 GBP.Note: The authority is using eTenderwales to carry out this procurement process.
