This is reinforced by a number of incidents reported to ONR from across the UK nuclear sector such as insufficient post maintenance inspection, configuration management and failure to start on demand. There is also a growing concern around the impact of recent legislation changes pertaining to bio-diesels, and the adverse affects bio-diesels have on the operability, reliability and maintainability of diesel engines. 2) The majority of the nuclear licensed sites utilise EDGs of varying type and configuration to satisfy their particular back-up power supplies and reliability requirements set out within their respective safety cases. 3) Ageing and obsolescence across the UK nuclear industry have become key focuses both for ONR and the licencees. The nature of the ageing plants has required greater reliance in terms of emergency power back-ups as prescribed by the relevant sites safety cases. This position has been reinforced further by the repeated reference to EDGs within Fukishima stress test results which again state the importance of having reliable emergency capacity for power generation. This work covers emergency power generation systems currently installed and held on site, but would also include mobile units held off-site such as proposed as part of the UK review of the Japanese earthquake response. The information is equally relevant to the design of new build projects such as Hinkley Point C and beyond as robust back-up power supplies should be suitably considered for the operational life of the sites. 4) The increase in age of the EDGs themselves has further led to difficulties for the licencees in terms of obsolete parts and rapidly diminishing expert knowledge, both in-company and with external maintenance contractors. ONR judges a gap exists within its corporate knowledge and seeks to address this shortfall to produce enhanced guidance on national and international relevant good practice to assist with regulatory judgements and decision making. SCOPE OF THE SERVICES REQUIRED 5) The Mechanical Engineering specialism identified that guidance on relevant good practice was needed not only for Mechanical assessment but cross discipline including (but not limited to) Civil, Control & Instrumentation, and Electrical Engineering. 6) Use of such guidance would enable ONR to assess and inspect licensees more consistently with targeted challenges to areas important to nuclear safety and provide guidance on relevant good practice to existing and new build projects to ensure compliance and alignment with legal requirements.Adjudicaciones
