The Service Provider is expected to provide the following services to each of the emerging Federal States: -- Technical advice on the establishment of public financial management systems, ranging from strategic advice on sequencing and priorities to operational advice on processes and resources (including staffing) -- Training on the skills required to operate public financial management systems, including mentoring for senior officials -- Procurement and commissioning of a Financial Management Information System (FMIS), including pre-financing if necessary, allowing the establishment of a Treasury Single Account -- The provision of limited on-budget grant support to the Emerging States, to finance some initial capital projects as a means to demonstrate system effectiveness.Awards
