Entidad compradora🇬🇧 NHS Surrey on behalf of NHS Commercial Solutions Unidad compradorano reportado Fecha de publicación2011-06-28 Estatus del concursono reportado DescripciónFollowing on from the award of the special framework (S2H advert ref: Q37/10/0020, awarded Nov 2010), NHS Commercial Solutions has run a supplementary tender process for residential continuing healthcare services.This process enabled NHS Commercial Solutions to consider.-- any contracted parent companies that would like to include new care settings, or newly developed services, onto the contract,-- any homes that missed the initial tender opportunity to be included onto the contract.We are able to do this as the framework agreement utilises flexibilities permitted under Part B services and differs in operation from the framework arrangements described in the public contracts regulations 2006.Provision of NHS residential continuing care placements.In scope are providers able to offer residential continuing healthcare for one or more of the following care categories, acquired brain injury, elderly frail, older peoples mental health, palliative care and physical disabilities.Definitions of the care categories can be obtained from our website:http://www.commercialsolutions-sec.nhs.uk/chccontractPlease note that the provision of domiciliary care (provided in the patient's home) is out of scope.The aim of this tender process was to establish a special framework agreement with multiple providers that addresses the region's requirements and capacity.This procurement was managed by NHS Commercial Solutions on behalf of its member PCTs. As co-ordinating commissioner, Surrey PCT was the central purchasing body establishing the framework for the benefit of itself and other PCT contracting authorities.The framework will initially cover four PCTs (East Sussex Downs and Weald PCT, Eastern and Coastal Kent PCT, Hastings and Rother PCT, Surrey PCT), including any statutory and other successor organisations to any of the foregoing.There is the potential for other PCTs and local authorities in the South East Coast to call-off the framework. These include Brighton and Hove City PCT, Medway PCT, West Kent PCT, West Sussex PCT, Surrey County Council, West Sussex County Council, Brighton and Hove City Council, East Sussex County Council, Kent County Council, Medway Council, including any statutory and other successor organisations to any of the foregoing.The framework value range of 108 000 000 GBP to 135 000 000 GBP is an indicative estimate for the 4 committed PCTs during the 3 year framework term. If other PCTs and local authorities call-off the framework, the framework value could exceed 300 000 000 GBP over the 3 year framework term. Bidders should note that the contracting authorities have no obligation to use the framework.As the initial procurement and this supplementary procurement utilises flexibilities permitted under part B services and differs in operation from the framework arrangements described in the Public Contracts Regulations 2006, the contracting authorities are therefore not bound by many of the formalities of the regulations and reserves the right to vary the form of the competition accordingly.Award onto this framework will run co-terminus with the contract term already in place (November 2010 - October 2013 with the option to extend a further year).Providers have been offered appointments onto the framework if they are able to show they satisfy minimum financial and technical requirements to be eligible to be put forward and then also attain minimum score requirements for their proposals in relation to the appointment criteria. The minimum requirements and appointment criteria are set out in the tender documentation.Surrey PCT does not intend to set a limit to the number of framework appointments and expects to appoint providers (in respect of their particular facilities) that satisfy the PCT's prescribed minimum requirements as set out in the tender documentation.Adjudicaciones
